ABOUT THE PROJECT

Project Description

The Ministry of Transportation, Ontario (MTO) has retained Dillon Consulting Limited (Dillon) to finalize the Detail Design and Class Environmental Assessment (EA) for the new Port Hope Commercial Vehicle Inspection Facility (CVIF). This project, located within the Municipality of Port Hope, is classified as a Group ‘B’ undertaking under the MTO Class EA for Provincial Transportation Facilities (2000).

 

The new CVIF will be situated off the westbound lanes of Highway 401, directly across from the Port Hope ONroute, between the East Townline Road underpass and the Wesleyville Road interchange.

Detail Design

The Detail Design builds upon the 2013 Transportation Environmental Study Report (TESR), which established the preliminary design and site selection. Following a 5-year TESR review in 2021, which confirmed that original environmental conclusions and mitigation strategies documented in the TESR remain valid, this project has moved into the final Detail Design phase.

A Design and Construction Report (DCR) has been prepared to document the following:

  • Detailed results of the environmental assessment and engineering studies;

  • Results of consultations with the public, agencies, and Indigenous communities; and

  • Specific environmental protection measures, mitigation strategies, and construction constraints.

Public Review Period

The DCR is available for public review and comment for 30 calendar days, from March 30 to April 30, 2026.
